97-101 Russell Street, Melbourne.
Significance:
Three older buildings are under threat: The Scots Church Hall (built 1928), the former Victoria Carpark (built 1938) and the corner building that was once a showroom (built 1910). The Victoria Car Park was the first multi-storey car park constructed in Victoria, and is therefore of significant heritage value.

Permit Authority:
Minister for Planning by Amendment, required as proposed tower exceeds a 30 metre height limit. Minister 'called in' the Heritage Victoria permit (they ruled against demolition). Panel hearing determination not known (never released)
City of Melbourne supported the development (at 40 metres).
Permit Date:
2007 – for a modified development with some retention of carpark, but tower now 50m high – by Ministerial ‘Instant Amendment’
Reasons for Permit:
None given.
What are the chances of reversing the decision?
Nil. No appeals possible. As of October 2010, the project had not proceeded, but a May 2010 media report stated that the prokject would go ahead.
Can this be avoided in future?
Only by changing attitudes within Heritage Victoria and the City of Melbourne council.
Attention required:
Highlight how relevant planning authorites have ignored regulations.
