very dominating.

Amendment from 1996 allows envelope for this development.

Reasons for Permit:
Repair of building too expensive; new
building will provide income to repair and maintain church into the
future.
What are the chances of
reversing the decision?
Little. However, planning permit has
possibly expired. Local activists trying to raise interest in
repairing building and creating park instead of new tower.
Can this be avoided in
future?
Only by changing attitudes within
Heritage Victoria.
